The Global Water for Sustainability (GLOWS) program is a consortium financed by the United States Agency for International Development (USAID) working to increase social, economic, and environmental benefits to people of the developing world through clean water, healthy aquatic ecosystems and sustainable water resources management. Launched in early 2005, GLOWS works on-the-ground to implement improved practices, builds local capacity through multi-level training activities, and shares lessons learned and advancements in IWRM practice with local and global partners.

The GLOWS Consortium is led by Florida International University and includes the World Wildlife Fund (WWF), World Vision, CARE, and Winrock International. Together the partners possess skills in the advanced theory and analytical techniques of IWRM, innovative mechanisms for sustainable resource management linked to biodiversity conservation, community-based programs to alleviate poverty through improved sanitation and potable water supply, networking of local NGO’s to achieve IWRM, and international volunteer opportunities for Americans with special skills.

GLOWS is the freshwater component of USAID's Global Program for Integrated Management of Coastal and Freshwater Systems (IMCAFS), which also features the Sustainable Coastal Communities and Ecosystems (SUCCESS) program. SUCCESS emphasizes coastal resources, aquaculture, and fisheries management, under the leadership of the University of Rhode Island's Coastal Resources Center.
